Mainland vs Free Zone in the UAE

Two established ways to hold a UAE licence. Neither is better in general — the right one depends on what your company sells, who it sells to, and how it plans to grow. Here is an objective side-by-side.

Side-by-side comparison

MainlandFree Zone
OwnershipMany activities allow full foreign ownership; some categories are treated differently depending on the activity and the licensing authority.Full foreign ownership is the standard model across free zone authorities.
Jurisdiction & regulatorLicensed by the economic department of the relevant emirate, with sector regulators involved for certain activities.Licensed by the free zone authority, each with its own rules, packages and internal processes.
Business activitiesBroad activity lists, including many activities that are carried out directly with the local market.Activity lists are defined by each zone and tend to cluster around the sectors that zone specialises in.
Office requirementTypically requires a tenancy arrangement in the emirate of licensing.Flexi-desk, shared desk and office options are usually offered within the zone's own facilities.
Visa considerationsVisa capacity is generally linked to the premises and the approved activity.Visa allocations are normally defined by the chosen package and facility type.
Operating in the UAE marketStructured for working directly with clients across the UAE market.Designed primarily for activity within the zone and internationally; working with the wider UAE market usually involves additional arrangements.
Typical business profilesRetail, contracting, professional firms serving UAE clients, businesses needing a physical presence across the emirate.Consulting, trading, e-commerce, holding structures, international and regional service businesses.
ExpansionBranches, additional activities and additional premises within the emirate and beyond.Package upgrades, additional visas, and — where the plan changes — a move to a mainland licence.
Cost structureAuthority licence costs plus premises costs, which vary significantly by emirate, activity and location.Package-based pricing that bundles licence and facility, with visa costs added per person.

There is no universally better option

A free zone package can be efficient for an international consultancy and unsuitable for a contractor working on sites across Dubai. A mainland licence can be essential for one business and unnecessary cost for another. The decision follows the business plan, not the other way round.
